Our Team

Mark Bromley is Co-Chair of the Council for Global Equality. He helped launch the Council in 2008 to encourage a clearer and stronger American voice on international LGBTQI+ human rights concerns. In 2016, he provided the first-ever testimony to the House Foreign Affairs Committee on the state of LGBTQI+ rights around the world. Today, Mark and his colleagues provide regular briefings on trends impacting LGBTQI+ individuals globally. He also monitors the UN human rights system and has conducted research on sexual violence as a war crime. Mark previously worked for Global Rights, where he coordinated donor relations, supported field offices, and launched an organization-wide LGBTQI+ Initiative. From 2001-2002, Mark staffed Senator Feingold’s work on the Senate Foreign Relations Committee, including the Senator’s Chairmanship of the Africa Subcommittee. Mark holds a JD from the University of Virginia School of Law and a BSFS from the School of Foreign Service at Georgetown University. He has published on human rights and international law issues and has served as an adjunct professor for the human rights clinic at Virginia Law School. He lives in Washington with his husband and their children.

Julie Dorf has been a leader in the global LGBTQI+ rights movement for nearly 30 years. Julie currently serves as Co-Chair of the Council for Global Equality, a coalition of 38 organizations working together for an inclusive U.S. foreign policy, which she co-founded in 2008. Julie also founded and directed OutRight Action International (formerly the International Gay & Lesbian Human Rights Commission) from 1990 to 2000, creating an organization that protects and advances the human rights of all people and communities subjected to discrimination or abuse on the basis of sexual orientation, gender identity, or HIV status. She has bridged her activist career with philanthropy, serving as the Director of Philanthropic Services for Horizons Foundation, a San Francisco Bay Area foundation for the lesbian, gay, bisexual, and transgender community; and as an independent consultant for WPATH, Open Society Institute, Global Fund for Women, Arcus Foundation, Astraea Foundation, and Fenton Communications/J-Street Project. Julie is currently the lead advisor to the Equality Without Borders individual donor initiative. She also serves on the board or advisory boards of PowerPAC, Human Rights Watch’s LGBT Rights Program, and Horizons Foundation, and is a member of the Council on Foreign Relations. She holds a BA from Wesleyan University in Russian and Soviet Studies. Julie has written, spoken, and advocated extensively on social justice issues ranging from reparations for gay victims of the Nazis, Jewish-Palestinian relations, and marriage equality. She lives in Berkeley, California, but spends a lot of time in Washington, D.C.

Matthew Bocanumenth is the Manager of External Affairs at the Council for Global Equality, where he supports Equality Without Borders—an individual donor initiative supporting the work of LGBTQI organizations worldwide. Matthew champions an intersectional approach to protecting human rights and has extensive experience in research, advocacy, donor engagement, and non-profit administration. Before joining the Council, Matthew was a Gender, Peace, and Security Fellow at Outright International. This fellowship, facilitated by the Kroc Institute for International Peace Studies, focused on research that leveraged insights from Colombia and its groundbreaking inclusion of queer and trans people in peacebuilding efforts. Concurrently, at the Kroc Institute, Matthew worked to preserve the legacy of Colombia’s Truth Commission, organizing weekly workshops about its Digital Platform with activists, practitioners, and academics. His efforts have aimed at promoting more gender-inclusive approaches to transitional justice and peace and security practices globally.

Previously, as a Program Associate at the Washington Office on Latin America (WOLA), Matthew’s work centered on influencing U.S. foreign policy toward human rights-respecting approaches, particularly focusing on Colombia's peace process; racial, ethnic, and gender minorities across Latin America and the Caribbean; and the humanitarian crisis at the U.S.-Mexico border. Matthew holds a Master of Global Affairs in International Peace Studies from the University of Notre Dame’s Keough School and a Bachelor of Arts from New College of Florida. He is fluent in English and Spanish, with proficiency in Portuguese.

M.A. Keifer Buckingham has worked in Washington, DC for over fifteen years to advance a more progressive U.S. foreign policy, focusing on issues of human rights, health access, multilateralism, and foreign assistance. From non-profits, to Capitol Hill and the United Nations, from philanthropy to the Executive Branch, Keifer works with diverse partners, policy makers, and coalitions to drive change in Washington and around the world.

Keifer is the Managing Director at the Council for Global Equality, working to advance an LGBTQI+ inclusive U.S. foreign policy. Most recently, Keifer served as Senior Advisor for the Special Envoy for the Advancement of Human Rights of LGBTQI+ Persons at the Department of State. Prior to her time at State, Keifer was Advocacy Director at the Open Society Foundations and the Open Society Policy Center. They also worked on Capitol Hill, advising Congresswoman Barbara Lee (D-CA) on issues of foreign policy, foreign assistance, health care, and immigration.

Keifer hails from Cookeville, Tennessee. They hold a Master of Public Health degree from The George Washington University with a focus on global health policy, and a Bachelor’s degree in International Development Studies from Hendrix College in Conway, Arkansas. They are active in the Federal Triangles Soccer Club, sit on the Boards of Groundswell Action Fund and the LGBTQ+ Victory Campaign, and serve on the Advisory Committee of the Congressional Women’s Softball Game.

Victória Dandara is a Brazilian international human rights lawyer and a Legal Fellow at the Council for Global Equality, where she is responsible for coalition building and international advocacy strategies for the Latin America and the Caribbean region. Her expertise includes American foreign policy in the Americas, the human rights of LGBTQI+ persons, legal research, and engagement in the multilateral system. 

She has an LL.M. from Harvard Law School, where she specialized in international human rights, serving as a student attorney for the HLS International Human Rights Clinic, research assistant for the HLS LGBTQI+ Advocacy Clinic, and president of the HLS Brazilian Studies Association. After finishing Law School, Victória also received the prestigious Kaufman Fellowship for promising students in public interest careers. 
Before Harvard, she coordinated the first investigatory commission of violence against trans persons in the Sao Paulo City Council, a pioneer of its kind in Brazil. The commission issued over 100 recommendations for gender-inclusive and antidiscriminatory policies. She also holds an LL.B. (JD equivalent) from the University of Sao Paulo and is the author of the book “Direitos da Esquina”, published in 2024. In addition to her career as an international human rights lawyer, Victória is an academic researcher and lecturer, having taught at MIT (Massachusetts Institute of Technology), the University of São Paulo, Unifesp, and the São Paulo State Court Professional School.

Andrea Gillespie is the Policy Director of the Council for Global Equality (CGE), where she oversees engagement on U.S. foreign policy and the human rights of LGBTQI+ persons with Congress, the executive branch, and international bodies, including the Equal Rights Coalition. 

Prior to joining CGE, Andrea served as a Senior Advisor in both the Office of the Special Envoy to Advance the Human Rights of LGBTQI+ Persons and the Office of Multilateral and Global Affairs at the U.S. Department of State. She previously held roles as Associate Director of Global Advocacy at the Human Rights Campaign, the largest LGBTQI+ civil rights organization in the United States, and as Sexual Health and Rights Policy Advisor at American Jewish World Service, a grantmaking and advocacy organization.

Before focusing on the human rights of LGBTQI+ persons in U.S. foreign policy, Andrea worked on refugee and asylum policy and resettlement services, including as a Refugee Protection Graduate Fellow at Human Rights First and in employment and resettlement coordination roles with HIAS affiliates and USCRI headquarters. She completed a Fulbright English Teaching Assistantship in Turkey and has been recognized as one of Out in National Security and New America’s Out Leaders and was a 2024 Penn Kemble Fellow with the National Endowment for Democracy. She currently serves as a Senior Advisor to glifaa, a nonprofit representing LGBTQI+ employees in U.S. foreign affairs agencies. A native of Ohio, she holds a bachelor’s degree and a Master of Public Policy from the University of Michigan.

Bishop Tolton is the Founder and President of Interconnected Justice, an organization established in 2019 to be a force uniting global racial justice movements in which Africa and its diaspora build an ecosystem of self-defined and determined advocacy. The Bishop’s passion for connecting Black Lives Matter and Pan Africanism flows from his deep convictions that dismantling white supremacy and deconstructing patriarchy is the global project of our lifetime. Bishop Tolton believes this is a spiritual project that demands highly connected secular activism. As an LGBTQI+ global faith leader, Bishop Tolton continues to serve as the Bishop of Global Ministries for The Fellowship of Affirming Ministries. In this capacity, he designs and manages TFAM’s justice ministries and collaborations outside of the United States with a focus on East Africa. Bishop Tolton works directly with leaders to build integrated justice movements connecting activists with civil society advocates, media professionals, academics, and political leaders. Bishop Tolton graduated from Vassar with a BA in religion and later earned an MBA from Columbia University Business School.

Josh Miller serves as the Director for Strategic Engagement at The Council for Global Equality. In this capacity, he helps manage the United for Inclusive Development (U4ID) work, congressional outreach, as well as supports the work of Bishop Joseph Tolton and Interconnected Justice. Previously, Josh was the Senior Manager for Constituency Engagement at Everytown for Gun Safety. In this position, his primary focus was building meaningful relationships to bring new voices into the Gun Violence Prevention Movement: national LGBTQ+ organizations, faith leaders, and gun owners. Through his unique experience of growing up in the deep south as a young gay man in the Black church tradition, Josh has been able to relate to and advocate in different constituency groups at the community and legislative levels for policy that advances freedom for all LGBTQ+ people. He holds a B. A. in Political Science and International Relations from Lock Haven University of Pennsylvania.

Beirne Roose-Snyder is an experienced advisor and strategist working at the intersections of HIV/AIDS, U.S. foreign policy, abortion rights, LGBTQI+ rights, and the law. She is the senior policy fellow at the Council for Global Equality and also serves as the senior director at The Preclusion Project. 

Beirne has previously been the director of public policy for CHANGE, was the managing attorney at the Center for HIV Law and Policy, and served as counsel on the Chicago 2016 Olympic bid. She has written pieces in The Hill, The Guardian, and The Washington Blade, and has recently published articles on Trump’s Global Gag Rule in Think Global Health, Sexual and Reproductive Health Matters, and ARROW for Change, the U.S. contributions to the global anti-gender movement in iFokus, and on the role of contraception in preventing HIV-positive births for the journal BMC Public Health. Her credentials include a BA in politics from Earlham College and a juris doctor and a certificate in Refugees and Humanitarian Emergencies from Georgetown University Law Center.
